The Kenya Accreditation Service is a State Corporation established under the Kenya Accreditation Service Act 2019 mandated to accredit and exercise oversight over conformity assessment providers and maintain an internationally recognized accreditation system.

The Service seeks to recruit qualified, competent, result-oriented individuals to fill the following vacant positions:

CHIEF MANAGER LABORATORIES – (2022/EA/12)

Job Grade: KENAS 2
Posts: One (1)
Terms: Contract
Reporting to: Chief Executive Officer

Duties and Responsibilities

The duties and responsibilities of the selected candidate will entail:

  1. Advising the Chief Executive Officer/Director and the Board on all matters of accreditation of Testing, Calibration and Medical laboratories, certification, inspection, verification and Proficiency Testing Providers;
  2. Oversee the management of the assigned accreditation schemes – general testing, calibration and medical testing, certification, inspection, verification and proficiency test providers;
  3. Initiating development of policies, strategies and procedures for maintenance of an internationally recognized management system for Testing, Calibration and Medical laboratories, certification, inspection, verification and Proficiency Testing Providers accreditation;
  4. Overseeing the provision of technical assistance in areas relating to the competence of Testing, Calibration and Medical laboratories, certification, inspection, verification and Proficiency Testing Providers to clients and stakeholders regarding accreditation;
  5. Overseeing the development and establishment of operational goals, policies, and procedures for the directorate, as appropriate; recommends, implements, and administers methods and procedures to enhance operational effectiveness and efficiency;
  6. Overseeing the development, organization, analysis and reporting of assessment outcomes and related activities to support planning activities;
  7. Coordinating the preparation of annual assessment reports to summarize such findings, with emphasis on the quality of the assessment efforts and findings that influence institutional decision making and policy development;
  8. Providing strategic advice and consultation to leadership in the development, implementation, and evaluation of modifications and enhancements to existing operations, systems, and procedures;
  9. Providing performance management feedback as appropriate;
  10. Overseeing the preparation and development of organization policies and procedures and serve on planning and policy-making committees;
  11. Oversee the coordination the formulation and monitoring of national, regional and international guidelines and standards to facilitate the accreditation;
  12. Providing oversight on the activities under mutual recognition agreements relating to accreditation at ILAC, IAF and AFRAC concerning accreditation;
  13. Ascertaining the use of regional and international accreditation marks;
  14. Ensuring the establishment of appropriate specialist technical committees in the different sectors of accreditation;
  15. Overseeing the development and review of criteria requirements for accreditation for existing schemes;
  16. Coordinating the management of assessments for competence and advice for designation of conformity assessment bodies by regulatory authorities;
  17. Providing oversight in the establishment and maintenance of a register of accreditation status for accredited conformity assessment bodies;
  18. Recommending for the establishment of relationships with accreditation bodies around the world;
  19. Providing comments and recommending to the Chief Executive Officer/Director for balloting on national, regional and international documents, standards and regulations;
  20. Advising Chief Executive Officer/Director on technical aspects of conformity assessment bodies activities impacting the economy;.
  21. Overseeing the development and reviewing of proposals aimed at promoting accreditation;
  22. Advising Chief Executive Officer/Director on mutually beneficial partnership and collaboration with governments, agencies and other stakeholders;
  23. Ensuring development of the budget for the directorate;
  24. Assisting the Chief Executive Officer/Director on developing Board agenda on accreditation matters;
  25. Ensuring the directorate achieves its performance targets, and staff are appraised appropriately; and
  26. Responsible for the assets and finances of the directorate

Academic and Professional Qualifications

  1. At least ten (12) years’ working experience in conformity assessment, three (3) of which must have been in Senior Management position;
  2. Bachelor’s degree in Science related fields;
  3. Masters’ degree in Science, Management or other related fields;
  4. Professional Qualification and membership in good standing where applicable;
  5. Leadership Course lasting not less than four (4) weeks;
  6. Demonstrated results in work performance;
  7. Trained in the relevant conformity assessment standards;
  8. Proficiency in Computer application; and
  9. Fulfil the requirement of Chapter Six (6) of the constitution.

Duties and Responsibilities

The duties and responsibilities of the selected candidate will entail:

  1. Advising management on policies, regulations, guidelines, procedures and strategies for accreditation;
  2. Managing assessment teams and the overall assessment activities including scheduling assessments;
  3. Ensuring Provision of quality control for assessments to ensure that the service provided follows KENAS policies;
  4. Ensuring establishment and maintaining a database of Assessors and technical expert;
  5. Ensuring competency gaps identified in the fields are addressed;
  6. Advising on the recruitment and appointing of Assessors and technical experts;
  7. Coordinating the monitoring and evaluation of the performance of Assessors and technical experts and recommend for appropriate actions;
  8. Ensuring assessment reports are developed, reviewed and submitted for accreditation decision making;
  9. Ensuring that the technical committees are in place work plans are developed monitored and performance evaluated;
  10. Ensuring that the criteria requirements for accreditation are developed and reviewed;
  11. Advising Management on technical aspects of conformity assessment activities impacting the economy;
  12. Ensuring proposals aimed at promoting accreditation of conformity assessment activities are developed;
  13. Ensuring KENAS representation at relevant fora at National, Regional and International forums, working groups and technical committees as appropriate;
  14. Initiating of accreditation related contracts;
  15. Identifying and advising on development partners, governments and other stakeholders for developing partnerships and collaborations;
  16. Liaising with the Scheme Development and Advocacy department to create awareness of the importance of accreditation within the country and region;
  17. Ensuring implementation of the management system based on ISO/IEC 17011;
  18. Acting as a focal point and manage client relationships throughout the accreditation cycle;
  19. Ensuring that schedules and accreditation certificates are developed and transmitted promptly;
  20. Analysing assessment information used for influencing decision making and policy development;
  21. Contributing to the formulation of national, regional and international guidelines and standards that facilitate accreditation;
  22. Managing activities of the Service under the Mutual recognition arrangement;
  23. Ensuring that procedures for accreditation for conformity assessment bodies are prepared;
  24. Monitoring the use of regional and international accreditation marks;
  25. Ensuring the Establishment and maintenance of a register of the accreditation status of accredited conformity assessment bodies;
  26. Consolidating comments from the divisions, and advise ballots on national, regional and international documents, standards and regulations;
  27. Advising Management on technical aspects of accreditation activities impacting the economy;
  28. Ensuring the operational development budgets for the department;
  29. Ensuring that performance targets are achieved and appraised accordingly; and
  30. Mentoring and coaching staff in the department.

Academic and Professional Qualifications

  1. At least ten (10) years’ working experience in Conformity Assessment, five (5) of which must have been at a management position;
  2. Bachelor’s degree in Science related fields;
  3. Masters’ degree in Science, Management or other related fields;
  4. Professional Qualification and membership in good standing where applicable;

The duties and responsibilities of the selected candidate will entail:

  1. Advising management on policies and strategies relating to Scheme Development, Training and Advocacy;
  2. Developing programs that nurture relations and cooperation with regional, international accreditation bodies, persons, associations and organizations in the promotion of accreditation;
  3. Ensuring the development of guidelines and criteria for accreditation of new schemes;
  4. Piloting of new schemes developed;
  5. Liaising with regulators, development partners and relevant stakeholders in developing and operationalizing schemes that are fit for the economy and that are a strategic fit for the region and in a global context;
  6. Coordinating the generation of project proposals on scheme development and capacity building;
  7. Ensuring the organization of events, activities and forums for promoting accreditation in Kenya, the region and globally and the use of accreditation marks;
  8. Ensuring the organization of events and exhibitions, publications, website content, social media, media, to promote awareness of KENAS accreditation and its equivalence under the mutual recognition arrangement;

  13. Enhancing KENAS visibility through education, sensitization programs, billboards, advertising, publicity and marketing activities;
  14. Coordinating corporate social responsibility activities;

 Academic and Professional Qualifications

  1. At least six (10) years working experience in the public and private sector; five (5) of which must have been a management role;
  2. Bachelors Degree in Education, Human Resources, Commerce, Sciences, Strategic Management, Business Management, Marketing, International Business, International Relations and any other relevant discipline;

Duties and Responsibilities

The duties and responsibilities of the selected candidate will entail:

  1. Providing professional procurement opinions to the Chief Executive Officer/Director on all procurement activities.
  2. Providing advice to Management on all procurement and inventory management;
  3. Initiating development and implementation of appropriate supply chain and inventory strategies, policies and procedures to ensure effective service delivery of goods and services and value for money;
  4. Reviewing vendor contract documents and coordinate in preparation of specifications for quotations, tenders, proposals and supply agreements for approval by the Chief Manager;
  5. Coordinating the development of the procurement plan and ensuring alignment to the approved budget.
  6. Overseeing the delivery of samples, testing and evaluation of new products to ensure compliance of standards are adhered to;
  7. Ensuring strict compliance with the prevailing procurement laws in the procurement of all goods, services and works in KENAS.
  8. Liaising with the PPRA on various issues regarding Public Procurement and Disposal of Assets.
  9. Participating in the annual reporting, monitoring and tracking of procurement bids and evaluation to ensure that they in line with the set guidelines;
  10. Overseeing the annual physical inventory process as required to ensure policies and procedures are complied with;
  11. Analysing purchase requests from user departments and determine the appropriate method of procurement;
  12. Conducting in-depth analysis of all bids received in response to each tender, proposal and quotation to identify the response that best meets the needs of the user department;
  13. Preparing recommendation for award to provide supplier debriefing sessions, when requested with unsuccessful respondents;

The duties and responsibilities of the selected candidate will entail:

  1. Advising management and initiating the development of policies and strategies with regards to training and capacity building;
  2. Providing overall guidance in the identification of institutions and recommending for partnership and collaboration to management;
  3. Ensuring development of training modules, materials and demonstration models for effective delivery of training;
  4. Ensuring development of annual training schedule for stakeholder engagement;
  5. Coordinate the planning and effective execution of advertisement and stakeholder engagement programs for the uptake of training packages;
  6. Ensuring preparation of training curriculum policies and strategies;
  7. Establishing trainer development programs;
  8. Coordinating training delivery and feedback mechanisms to enhance improvement;
  9. Ensuring development and maintenance of an updated database of trainees, trainers, resource personnel and facilitators;
  10. Overseeing the development of e-learning modules for self administered or instructor-led training;
  11. Ensuring the development and maintenance of a database of examination questions for various conformity assessment areas;
  12. Ensuring the registration and licenses with the National Industrial Training Authority (NITA) for KENAS training service provision; and

Academic and Professional Qualifications

  1. At least six (6) years’ relevant work experience in Public Service or Private Sector, three (3) of which must be in a supervisory position;
  2. Bachelors Degree in Education, or any other degree with a Training of Trainers Certificate from recognized institutions or experience in training;
  3. Management course lasting not less than four (4) weeks from a recognized institution;
  4. Professional qualification and membership where applicable and in good standing; (vi) Demonstrated results in work experience;

  1. Ensuring security of office equipment, documents and records;

  3. Planning and organizing meetings, workshop/conferences and seminars; operating office equipment;
  4. Responding to correspondences; attending to visitors/clients; handling telephone calls, enquiries and appointments;
  5. Handling protocols and confirming travel itineraries; and
  6. Managing petty office cash

 

Academic and Professional Qualifications

  1. At least Eight (8) years relevant work experience in public service or private sector, three (3) of which must be in a supervisory position;
  2. Have a Bachelors degree in Secretarial Studies or any other equivalent from a recognized institution;
  3. Diploma in Secretarial Studies from the Kenya National Examinations
  4. Have passed the following examinations from the Kenya National Examinations Council (KNEC);

RESEARCH, STRATEGY AND PLANNING OFFICER – (2022/EA/18)

Duties and Responsibilities

The duties and responsibilities of the selected candidate will entail:

  1. Developing and reviewing of KENAS internal policies, regulations, guidelines;
  2. Conducting research covering in all areas of operations including on annual surveys quality and value of accreditation service and other service charter commitment;
  3. Developing and reviewing of the citizen service delivery charter;
  4. Undertaking studies as per the organization strategic plan and performance contract;
  5. Developing and reviewing of the KENAS Strategic Plan;
  6. Coordinating corporate performance management process of all the departments and divisions at the KENAS;
  7. Monitoring implementation of the KENAS’s Strategic Plan and Citizen Service delivery charter;
  8. Carrying out Corporate monitoring and evaluation;
  9. Developing monthly, quarterly, semi-annual and annual organisational performance report;
  10. Executing the KENAS internal policies, regulations, guidelines and strategies; and
  11. Preparing, implementing, monitoring and evaluating KENAS’s; work plans and Performance Contract (PC)

Academic and Professional Qualifications

  1. Bachelors’ degree in either Economics, Public Policy, Planning, Statistics, Mathematics, Strategic Management, Public Administration, Business Administration or related fields from recognized institutions;
  2. Proficiency in Computer applications; and
  3. Fulfil the requirements of Chapter Six (6) of the Constitution.

  1. Implementing, policies procedures for maintenance of an internationally recognized management system for accreditation;
  2. Assessing conformity assessment bodies for competence;
  3. Updating the register of the accreditation status of conformity assessment bodies;
  4. Developing materials for promoting the use of regional and international accreditation marks on certificates or reports issued by conformity assessment bodies;
  5. Reviewing and commenting on national, regional and international documents, standards and regulations; and
  6. Collecting and collating the client’s feedback on accreditation activities

 

Academic and Professional Qualifications

  1. Bachelor’s degree in Science related fields from a recognized institution;
  2. Proficiency in Computer application; and

Duties and Responsibilities

The duties and responsibilities of the selected candidate will entail:

  1. Developing materials for promotion and marketing of accreditation activities;
  2. Developing programs for promotion and marketing of accreditation services;
  3. Reviewing the criteria for conformity assessments for the new schemes;
  4. Development of materials for Assessors’ conclave;
  5. Updating of Assessor profiles;
  6. Developing logistics for conformity assessment training;
  7. Identifying of conformity assessment bodies for training;
  8. Identifying new areas of accreditation
  9. Researching emerging areas of interest in accreditation for the development of new schemes
  10. Collecting, collating and documenting data on accreditation to inform scheme development /enhancement;
  11. Piloting new scheme introductions to enable readiness before integration as mainstream accreditation activities;
  12. Identifying, screening, sensitizing and promoting new areas of accreditation; and
  13. Developing a work plan for the Technical Committees and evaluate their performance.

Duties and Responsibilities

The duties and responsibilities of the selected candidate will entail assisting in:

  1. Carrying out internal audits on quality compliance and follow-up audits;
  2. Identification and estimating the risks affecting the business;
  3. Carrying out a risk assessment, which involves analysing risks;
  4. Implementing health and safety measures, making business continuity plans to limit risks and prepare a mitigation plan if things go wrong;
  5. Compiling data for trend analysis and reporting;
  6. Implementing the annual Quality Improvement plan;
  7. Developing, implementing, monitoring and evaluation plans; and
  8. Carrying out quarterly routine awareness programs to management on risk management.

Academic and Professional Qualifications

  1. Bachelors’ degree in any disciplines from recognized institutions;
  2. A Certificate in quality assurance/ Risk management or Certificate in Assessments/Auditing techniques in Management systems;
  3. Proficiency in Computer applications; and
