The Kenya Accreditation Service is a State Corporation established under the Kenya Accreditation Service Act 2019 mandated to accredit and exercise oversight over conformity assessment providers and maintain an internationally recognized accreditation system.

CHIEF MANAGER LABORATORIES – (2022-23/EA/01)

Duties and Responsibilities
The duties and responsibilities of the selected candidate will entail:
- Advising the Chief Executive Officer/Director and the Board on all matters of accreditation of Testing, Calibration and Medical laboratories, certification, inspection, verification and Proficiency Testing Providers;
- Oversee the management of the accreditation schemes on general testing, calibration and medical testing and proficiency test providers;
- Initiating development of policies, strategies, and procedures for maintenance of an internationally recognized management system for Testing, Calibration and Medical laboratories and Proficiency Testing Providers accreditation;
- Overseeing the provision of technical assistance in areas relating to the competence of Testing, Calibration and Medical laboratories and Proficiency Testing Providers to clients and stakeholders regarding accreditation;
- Overseeing the development and establishment of operational goals, policies, and procedures for the directorate, as appropriate; recommends, implements, and administers methods and procedures to enhance operational effectiveness and efficiency;
- Overseeing the development, organization, analysis and reporting of assessment outcomes and related activities to support planning activities;
- Coordinating the preparation of annual assessment reports to summarize such findings, with emphasis on the quality of the assessment efforts and findings that influence institutional decision making and policy development;
- Providing strategic advice and consultation to leadership in the development, implementation, and evaluation of modifications and enhancements to existing operations, systems, and procedures;
- Providing performance management feedback as appropriate;
- Overseeing the preparation and development of organization policies and procedures and serve on planning and policy-making committees;
- Oversee the coordination the formulation and monitoring of national, regional and international guidelines and standards to facilitate the accreditation;
- Providing oversight on the activities under mutual recognition agreements relating to accreditation at ILAC, IAF and AFRAC concerning accreditation;
- Ascertaining the use of regional and international accreditation marks;
- Ensuring the establishment of appropriate working groups in the different sectors of accreditation;
- Overseeing the development and review of criteria requirements for accreditation for existing schemes;
- Coordinating the management of assessments for competence and advice for designation of conformity assessment bodies by regulatory authorities;
- Providing oversight in the establishment and maintenance of a register of accreditation status for accredited conformity assessment bodies;
- Recommending for the establishment of relationships with accreditation bodies around the world;
- Providing comments and recommending to the Chief Executive Officer/Director for balloting on national, regional and international documents, standards and regulations;
- Advising Chief Executive Officer/Director on technical aspects of conformity assessment bodies activities impacting the economy;
- Overseeing the development and reviewing of proposals aimed at promoting accreditation;
- Advising Chief Executive Officer/Director on mutually beneficial partnership and collaboration with governments, agencies and other stakeholders;
- Ensuring development of the budget for the directorate;
- Assisting the Chief Executive Officer/Director on developing Board agenda on accreditation matters;
- Ensuring the directorate achieves its performance targets, and staff are appraised appropriately; and
- Responsible for the assets and finances of the directorate
Academic and Professional Qualifications
- At least twelve (12) years’ working experience in conformity assessment, three (3) of which must have been in Senior Management position;
- Bachelor’s degree in Science related fields;
- Masters’ degree in Science, Management or other related fields;
- Professional Qualification and membership in good standing where applicable;
- Leadership Course lasting not less than four (4) weeks;
- Demonstrated results in work performance;
- Trained in the relevant conformity assessment standards;
- Proficiency in Computer application; and
- Fulfil the requirement of Chapter Six (6) of the constitution.

Duties and Responsibilities
The duties and responsibilities of the selected candidate will entail:
- Advising management on policies, regulations, guidelines, procedures and strategies for accreditation;
- Managing assessment teams and the overall assessment activities including scheduling assessments;
- Ensuring provision of quality control for assessments to ensure that the service provided follows KENAS policies;
- Ensuring establishment and maintaining a database of Assessors and technical expert;
- Ensuring competency gaps identified in the fields are addressed;
- Advising on the recruitment and appointing of Assessors and technical experts;
- Coordinating the monitoring and evaluation of the performance of Assessors and technical experts and recommend for appropriate actions;

Duties and Responsibilities
The duties and responsibilities of the selected candidate will entail:
- Providing professional procurement opinions to the Chief Executive Officer/Director on all procurement activities.
- Providing advice to Management on all procurement and inventory management;
- Initiating development and implementation of appropriate supply chain and inventory strategies, policies and procedures to ensure effective service delivery of goods and services and value for money;
- Reviewing vendor contract documents and coordinate in preparation of specifications for quotations, tenders, proposals and supply agreements for approval by the Chief Manager;
- Coordinating the development of the procurement plan and ensuring alignment to the approved budget.

The duties and responsibilities of the selected candidate will entail:
- Developing and reviewing of KENAS internal policies, regulations, guidelines;
- Conducting research covering in all areas of operations including on annual surveys quality and value of accreditation service and other service charter commitment;
- Developing and reviewing of the citizen service delivery charter;
- Undertaking studies as per the organization strategic plan and performance contract;
- Developing and reviewing of the KENAS Strategic Plan;
- Coordinating corporate performance management process of all the departments and divisions at the KENAS;
- Monitoring implementation of the KENAS’s Strategic Plan and Citizen Service delivery charter;
- Carrying out corporate monitoring and evaluation;
- Developing monthly, quarterly, semi-annual and annual organizational performance reports;

- Implementing health and safety measures, making business continuity plans to limit risks and prepare a mitigation plan if things go wrong;
- Compiling data for trend analysis and reporting;
